ADVERTISEMENT FOR BIDS

1.     SEALED BIDS for the furnishing of the necessary materials and construction of

NORTHEAST FULTON COUNTY WATER SYSTEM
CONTRACT A - BOOSTER PUMPING STATION AND CONTROL VALVE VAULT
CONTRACT B – EVERGREEN ELEVATED TANK
CONTRACT C - ELECTRICAL
CONTRACTS D-I, D-II, AND D-III - WATER MAIN AND APPURTENANCES
FOR THE FULTON COUNTY COMMISSIONERS, FULTON COUNTY, OHIO

will be received by the County at the office of the Clerk, Board of County Commissioners, 152 South Fulton Street, Suite 270,  Wauseon, Ohio  43567  until

10:00 AM, LOCAL TIME
MONDAY, SEPTEMBER 28, 2009

and at that time and place will be publicly opened and read aloud.

2.     The proposed Work consists of:

a.     Contract A:  Construction of a prefabricated Water System Booster Pumping Station and all associated Sitework.  Also included is a Control Valve Vault located off Site.

b.     Contract B:  Construction of an Elevated Water Tank and all associated Sitework including connection to a proposed Water Main to be constructed under Contract D–II.

c.     Contract C:  Electrical and Instrumentation for prefabricated Water System Booster Pumping Station and Control Valve Vault constructed under Contract A and Elevated Water Tank constructed under Contract B.

d.     Contract D–I:  Construction of approximately 42,720 linear feet of 12 inch Water Main, including service connections and appurtenances, located in Fulton and Swan Creek Townships.

e.     Contract D–II:  Construction of approximately 29,600 linear feet of 12 inch Water Main and appurtenances, located in Amboy Township. 

f.      Contract D–III:  Construction of approximately 19,090 linear feet of 12 inch Water Main and appurtenances, located in Amboy Township.  This Contract may not be awarded.

3.     The Bidding Documents, including Drawings and Project Manual with Specifications, are on file at the office of the Fulton County Sanitary Engineer, 152 South Fulton Street, Suite 240, Wauseon, Ohio  43567, and at the office of ARCADIS U.S., Inc., 600 Jefferson Avenue, Suite 400, Toledo, Ohio  43604.  A set may be obtained by depositing $150 for Contracts A, B and C and/or $200.00 for Contracts D, check only, with said ARCADIS office.  Checks shall be made payable to ARCADIS U.S., Inc.  Deposits are non-refundable.

Additional copies (in excess of one) of the Drawings and Project Manual may be purchased at a cost of $50 for Contracts A, B, and C Drawings, $100.00 for Contracts D Drawings, and $100.00 for Project Manual.  No refund will be allowed for the return of any additional copies.

4.     A list of Bidding Documents Plan Holders will be available via the Internet at www.arcadis-us.com.  At the top select “Latest Bid Results”.  Scroll to the advertising office, then to the project; select “Plan Holders” view option.

5.     Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders.

6.     The Commissioners of Fulton County, Ohio reserve the right to reject any or all Bids, and to waive all informalities not involving price, time, or changes in the Work.  The Commissioners also reserve the right to award or to not award Contract D–III.  Decision to award or to not award will be made within 180 days after receipt of Bids.

1.     The Commissioners of Fulton County, Ohio anticipate receiving funding from ARRA, WSRLA, OPWC, and CDBG to aid in financing the Project.  The requirements for Bidders, Contractors and Subcontractors are explained in the Bidding Documents.

2.     Davis-Bacon Wage Determination Federal Wage Rates apply to this Project.

3.     All Contractors and Subcontractors involved with the Project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project.  Additionally, CONTRACTOR compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required.

4.     DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

5.     A pre-bid conference will be held at 1:00 p.m. on Thursday, September 17, 2009 at office of the Fulton County Sanitary Engineer, 152 South Fulton Street, Suite 240, Wauseon, Ohio  43567.  Representatives of OWNER and ENGINEER will be present to discuss the Project.  Bidders are encouraged to attend and participate in the conference.
