LEGAL NOTICE

(ADVERTISEMENT FOR BIDS)

1.     SEALED BIDS for the furnishing of the necessary materials and construction of

WASTEWATER TREATMENT PLANT SLUDGE HANDLING IMPROVEMENTS
CONTRACT A – GENERAL AND MECHANICAL
CONTRACT B – ELECTRICAL 
FOR THE CITY OF MANSFIELD, OHIO

will be received by the City at the office of the Service-Safety Director, 30 North Diamond Street, Mansfield, Ohio 44902 until

12:00 NOON, LOCAL TIME,
SEPTEMBER 16, 2009

and at that time and place will be publicly opened and read aloud.

2.     The proposed Work is for WWTP sludge handling improvements and consists of the following:

a.     Contract A:  Site work, construction of new structures, modifications to existing structures, furnishing and installation of equipment, piping and appurtenances.

b.     Contract B:  Furnishing and installation of electrical, instrumentation and appurtenances.

3.     The Bidding Documents, including Drawings and Project Manual with Specifications, are on file at the office of the City of Mansfield City Engineer’s office, 30 North Diamond Street, Mansfield, Ohio 44902, and at the office of ARCADIS U.S., Inc., 600 Jefferson Avenue, Suite 400, Toledo, Ohio  43604. 

Bidding Documents may be obtained by depositing $160.00, check only, with said ARCADIS office.  Checks shall be made payable to ARCADIS U.S., Inc.   Deposits are non-refundable.

Additional copies (in excess of one) of the Drawings and Project Manual may be purchased at a cost of $40.00 for Drawings and $120.00 for Project Manual.  No refund will be allowed for the return of any additional copies.

4.     The City of Mansfield, Ohio reserves the right to reject any or all Bids, and to waive all informalities not involving price, time, or changes in the Work.

5.     Each proposal must contain the full name of the party or parties making the same and all person interested therein, and must be accompanied, pursuant to Section 153.54 of the Ohio Revised Code, by a satisfactory BID GUARANTY AND CONTRACT BOND or PROPOSAL BOND executed by the Bidder and an acceptable surety in an amount equal to one hundred percent (100%) of the total amount of each individual proposal; or by a certified check, cashiers check, or a LETTER OF CREDIT pursuant to Chapter 1305 of the Ohio Revised Code in an amount equal to ten percent (10%) of the total amount for each individual proposal, payable to the City of Mansfield, Ohio as a guarantee that if the proposal is accepted, a contract will be entered into.

6.     A list of Bidding Documents Plan Holders will be available via the Internet at www.arcadis-us.com.  At the top select “Latest Bid Results”.  Scroll to the advertising office, then to the project; select “Plan Holders” view option.

7.     Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders.

8.     The City of Mansfield, Ohio anticipates receiving funding from the Ohio Public Works Commission (OPWC), and the American Recovery and Reinvestment Act (ARRA) of 2009 and the Ohio Environmental Protection Agency Water Pollution Control Loan Fund (WPCLF) to aid in financing the Project. The requirements for Bidders, Contractors and Subcontractors are explained in the Bidding Documents.

9.     Davis-Bacon Wage Determination Federal Wage Rates apply to this Project.

10.  All Contractors and Subcontractors involved with the Project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project.  Additionally, CONTRACTOR compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required.

11.  DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

12.  A pre-bid conference will be held at 10 a.m. on Tuesday September 08, 2009 at the Wastewater Treatment Plant, 385 S. Illinois Ave., Mansfield, Ohio  44905.  Representatives of OWNER and ENGINEER will be present to discuss the Project.  Bidders are encouraged to attend and participate in the conference.
