ADVERTISEMENT FOR BIDS

1.     SEALED BIDS for the furnishing of the necessary materials and construction of

RAW WATER INTAKE AND PUMPING STATION, PHASE 3

CONTRACT A – GENERAL & MECHANICAL

CONTRACT B – HVAC

CONTRACT C – ELECTRICAL

 

FOR THE CITY OF FREMONT, OHIO

will be received by the City of Fremont at the office of the Safety-Service Director,  City Building,  323 South Front Street,  Fremont, Ohio  43420 until

2:00 P.M., LOCAL TIME

THURSDAY, MAY 27, 2010

and at that time and place will be publicly opened and read aloud.

2.     The proposed Work consists of Work of the three prime contracts that comprise the Project:

a.     Contract A – General and Mechanical:  Construction of a Raw Water Pumping Station; raw water intake structure located on the bank of the Sandusky River; intake structure access drive; raw water intake pipeline from the Intake to the Pumping Station; Meter Chamber on Pumping Station discharge; reservoir inlet piping from Pumping Station to connection with Reservoir, Phase 1 piping.  Mechanical piping includes both process and drain piping and appurtenances.

b.     Contract B – HVAC:  Heating and ventilating equipment for the Raw Water Pumping Station and Meter Chamber.

c.     Contract C – Electrical:  Electrical power and instrumentation for the Raw Water Pumping Station, Reservoir Outlet Structure, and Water Treatment Plant Chemical Feed Building.

3.     The Bidding Documents, including Drawings and Project Manual with Specifications, are on file at the office of the Safety-Service Director and at the office of ARCADIS U.S., Inc., 600 Jefferson Avenue, Suite 400, Toledo, Ohio  43604.  A set may be obtained by depositing $150.00, check only, with said ARCADIS office. Checks shall be made payable to ARCADIS U.S., Inc.  Deposits are non-refundable.

Additional copies (in excess of one) of the Drawings and Project Manual may be purchased at a cost of $50.00 for Drawings and $100.00 for Project Manual.  No refund will be allowed for the return of any additional copies.

4.     A list of Bidding Documents Plan Holders will be available via the Internet at www.arcadis-us.com.  At the top right select “Latest Bid Results”.  Scroll to the advertising office, then to the project; select “Plan Holders” view option.

5.     Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders.

6.     The City of Fremont, Ohio reserves the right to reject any or all Bids, and to waive all informalities not involving price, time, or changes in the Work.


7.     The City of Fremont, Ohio anticipates receiving funding from the American Reinvestment and Recovery Act (ARRA) of 2009 through the U.S. Department of Commerce Economic Development Administration (EDA) program, the Ohio Environmental Protection Agency (OEPA) Water Pollution Control Loan Fund (WPCLF) program, and the Ohio Public Works Commission (OPWC) assisted construction project program, to aid in financing the Project.  The requirements for Bidders, Contractors and Subcontractors are explained in the Bidding Documents.

8.     None of the funds appropriated or otherwise made available by the ARRA Act may be used for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in the project are produced in the United States.

9.     All Contractors and Subcontractors involved with the Project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project.  Additionally, CONTRACTOR compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required.

10.  DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

11.  Davis-Bacon Wage Determination Federal Wage Rates apply to this Project.  Refer to Bidding Documents for requirements.

12.  A pre-bid conference will be held at 10 a.m. on Thursday, May 13, 2010 in the basement conference room at the City Building, 323 South Front Street, Fremont, Ohio 43420.  Representatives of OWNER and ENGINEER will be present to discuss the Project.  Bidders attendance at the conference is mandatory so that all Bidders receive uniform information about ARRA and EDA requirements.
