ADVERTISEMENT FOR BIDS

1.     SEALED BIDS for the furnishing of the necessary materials and construction of

WATSON STREET, STREETMAN STREET,
PRESTON STREET & MARQUETTE CENTER WATER MAINS
MONROE COUNTY, MICHIGAN

will be received by the County at the office of the Monroe County Drain Commissioner, 1005 S. Raisinville Road, Monroe, Michigan 48161 until

2:00 P.M., LOCAL TIME
WEDNESDAY, DECEMBER 16, 2009

and at that time and place will be publicly opened and read aloud.

2.     The proposed work consists of approximately 5,300 linear feet of 8 inch diameter water mains (some pipes to be installed by directional drilling) together with valves, hydrants, service connections, drainage improvements and appurtenances.

3.     The Bidding Documents, including Drawings and Project Manual with Specifications, are on file at the office of the Monroe County Drain Commissioner and at the office of ARCADIS U.S., Inc., 600 Jefferson Avenue, Suite 400, Toledo, Ohio  43604.  A set may be obtained by depositing $40.00 (plus $10.00 if documents are to be mailed), check only, with said Monroe County Drain Commissioner.  Checks shall be made payable to Monroe County Drain Commissioner, County Agency.  Deposits are non-refundable.

Additional copies (in excess of one) of the Drawings and Project Manual may be purchased at a cost of $15.00 for Drawings and $25.00 for Project Manual (plus $10.00 if documents are to be mailed). No refund will be allowed for the return of any additional copies.

4.     A list of Bidding Documents Plan Holders will be available via the Internet at www.arcadis-us.com.  At the top select “Latest Bid Results”.  Scroll to the advertising office, then to the project; select “Plan Holders” view option.

5.     Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders.

6.     The Monroe County Drain Commissioner reserves the right to accept or reject any or all Bids, to reject the bid of a Bidder who is not, in the opinion of the County, qualified to perform the Contract, to waive informalities, and to reject non-conforming, non-responsive or conditional Bids.  The Monroe County Drain Commissioner also reserves the right to award the Contract in the County’s best interest, and therefore, may also reject the Bid of any Bidder if the Monroe County Drain Commissioner believes that it would not be in the best interest of the County to make an award to that Bidder.  The successful Bidder will be required to furnish satisfactory performance, labor and material bonds, and insurance policies as detailed in the Contract Documents.  The successful bidder must further enter into a Project Labor Agreement in conformance with the Monroe County Board of Commissioners Resolution On Policy To Assure Labor Harmony On County Projects.

7.     Each Bid shall be accompanied by a certified check, or bid bond, in the amount of at least 5 percent of the amount bid, drawn payable to Monroe County Drain Commissioner, County Agency, as security for the proper execution of the Contract.
