1.     SEALED BIDS for the furnishing of the necessary materials and construction of

GOLDSBORO WATER TREATMENT PLANT PHASE I IMPROVEMENTS

FOR CITY OF GOLDSBORO, NORTH CAROLINA

will be received by the City of Goldsboro in the large conference room at City Hall, 200 North Center Street, Goldsboro, NC 27530 until

10:00 AM, LOCAL TIME

Tuesday, November 24, 2009

and at that time and place will be publicly opened and read aloud.

2.     The proposed work consists of:  Neuse River Pump Station inspection and improvements; dredging of the Neuse River pre-sedimentation basin; VFDs on the pre-sedimentation pumps; security systems at the Goldsboro WTP and Neuse River Pump Station; rehabilitation of the rapid mix, flocculation, and sedimentation basins at the Goldsboro WTP; motor speed indicators on rapid mix and flocculator motors; replacement of sedimentation basin valves; rehabilitation of the existing dual-media filters; replacement of filter valves and electric actuators; clearwell rehabilitation; replacement of chemical bulk storage tanks and rehabilitation to chemical areas; Waste Basin No. 3 evaluation and rehabilitation; Little River Pump Station inspection and electrical upgrades; emergency standby generator and paralleling gear at WTP; relocating electrical service entrance; WTP building repairs and rehabilitation; replacement of built-up roof on WTP; replacement of gas furnaces; replacement of potable water lines; pump at Harris Street elevated tank.

3.     The Bidding Documents, including Drawings and Project Manual with Specifications, are on file at the office of the Public Utilities Director at 714 Arrington Bridge Road, Goldsboro, NC, at the office of ARCADIS G&M of North Carolina, Inc., 801 Corporate Center Drive, Suite 300, Raleigh, NC  27607, and at the McGraw-Hill Dodge Plan Room in Raleigh, NC.  Bidding Documents are available during normal business hours Monday thru Friday, and will not be made available on weekends or state-observed holidays.  A set may be obtained by depositing $150.00, check only, with said ARCADIS office.  Checks shall be made payable to ARCADIS G&M of North Carolina, Inc.  Deposits are non-refundable.

4.     A list of Bidding Documents (Plan) Holders will be available via the Internet at
bidads.arcadis-us.com/bidsystem.  Scroll to “Raleigh Office”, then to the project; select “Plan Holders” view option.

5.     All inquiries regarding this project can be submitted in writing via email to hunter.carson@arcadis-us.com.

6.     Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders.

7.     The City of Goldsboro prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap, or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned enterprises. The City of Goldsboro has established a goal of 10% participation by minority and women owned business in all infrastructure projects. Bidders must include completed minority and women owned subcontractor documentation form(s) in order for the bid to be considered responsive and valid.

8.     This project is also a candidate for funding through the American Recovery and Reinvestment Act of 2009 (ARRA) and administered through the North Carolina State Revolving Fund Program and is subject to all additional provisions required by the U.S. Environmental Protection Agency and NC Public Water Supply Section, Department of Environmental Health, NC Department of Environment and Natural Resources.

9.     The City of Goldsboro reserves the right to reject any or all Bids, and to waive all informalities not involving price, time, or changes in the Work.

10.  A pre-bid conference will be held at 10:00 a.m. on Tuesday, November 10, 2009 at City Hall in the large conference room upstairs at 200 North Center Street, Goldsboro, NC 27530.  Representatives of OWNER and ENGINEER will be present to discuss the Project.  Bidders are encouraged to attend and participate in the conference.
