ADVERTISEMENT FOR BIDS 1. SEALED BIDS for the furnishing of the necessary materials and construction of NORTHAMPTON COUNTY WATER CONNECTION FOR THE ROANOKE RAPIDS SANITARY DISTRICT (RRSD) DEH-1117 will be received by the RRSD at the main office, 1000 Jackson St., Roanoke Rapids, NC 27870 until 10:00 A.M., LOCAL TIME, ON THURSDAY, NOVEMBER 19, 2009 and at that time and place will be publicly opened and read aloud. 2. The proposed work consists of: a 12-inch water line connection from Roanoke Rapids to NC 46 in Northampton County. 3. Bids must be submitted on a complete contract. Bids must be enclosed in a sealed envelope addressed to the Roanoke Rapids Sanitary District, P.O. Box 308, 1000 Jackson Street, Roanoke Rapids, North Carolina, 27870, and the outside of the envelope must be marked “Bid for Northampton County Water Connection”. If a bid if forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed as above. Bids by FAX transmission area not acceptable and will be rejected. Bids must be made on the blank bid form included with the Project Manual, or on a Bid for issued by Addendum, if any. The name, address, and North Carolina Contractor’s license number of the Bidder shall be plainly marked on the sealed envelope. 4. The Bidding Documents, including Drawings and Project Manual with Specifications, are on file at the office of the Roanoke Rapids Sanitary District and at the office of ARCADIS G&M of North Carolina, Inc., 801 Corporate Center Drive, Suite 300 Raleigh, NC 27607. A set may be obtained by depositing $100.00, check only, with said ARCADIS office. Checks shall be made payable to ARCADIS G&M of North Carolina, Inc. Deposits are non-refundable. 5. A list of Bidding Documents (Plan) Holders will be available via the Internet at www.arcadis-us.com. At the top select “Services”. At the top left select “Infrastructure”. Then select “Bid Advertisements” (above “Recent Mergers:”). Scroll to the advertising office, then to the project; select “Plan Holders” view option. 6. Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders. 7. The Roanoke Rapids Sanitary District prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap, or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned enterprises. The Roanoke Rapids Sanitary District has established a goal of 10% participation by minority and women owned business in all infrastructure projects. Bidders must include completed minority and women owned subcontractor documentation form(s) in order for the bid to be considered responsive and valid. 8. This project is funded through the American Recovery and Reinvestment Act of 2009 (ARRA) and administered through the North Carolina State Revolving Fund Program and is subject to all additional provisions required by the U.S. Environmental Protection Agency and NC Public Water Supply Section, Department of Environmental Health, NC Department of Environment and Natural Resources. 9. The Roanoke Rapids Sanitary District reserves the right to reject any or all Bids, to waive all informalities not involving price, time, or changes in the Work and to hold any and all bids for a period of sixty (60) days from the bid opening, or longer if mutually agreed upon by RRSD and the bidder(s). 10. A pre-bid conference will be held at 1:00 p.m. on October 29, 2009 at the Roanoke Rapids Sanitary District Office, 1000 Jackson Street, Roanoke Rapids, North Carolina. Representatives of OWNER and ENGINEER will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference.
